The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and CF2 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 5901(P)103 RevG and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies G2, D2, CF2, T1 and T2 of the South Oxfordshire Local Plan 2011.
Cycle parking facilities shall be provided prior to the occupation of the development hereby approved in accordance with the details shown on drawing 5901(P)103 RevG.
Reason: To encourage the use of cycles as a means of transport in accordance with Policies G2, CF2 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the first use of the development hereby permitted a Green Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by staff by modes other than the private car for journeys to and from site.
Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.
The landscaping scheme as shown on the approved plan 5901(P)103 RevG shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, D1 and CF2 of the South Oxfordshire Local Plan 2011.
The hours of operation for construction and demolition works shall be restricted to 8:00am-6:00pm Monday to Friday and 8:00am-1:00pm on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policies G2, EP2 and CF2 of the South Oxfordshire Local Plan 2011.
The development shall proceed in accordance with the measures set out in the approved Service Management Plan (SMP) by Croft Transport Solutions dated June 2017 and no variation from the SMP shall take place unless otherwise agreed in writing by the Local Planning Authority.
Reason: To ensure that the development hereby permitted is not detrimental to the amenity of nearby residents by reason of undue noise from delivery vehicles entering or leaving the site and in the interests of highway safety in accordance with Policies G2, D2, EP2 CF2, T1 and T2 of the South Oxfordshire Local Plan 2011.
All plant, machinery and equipment to be used by reason of the granting of this permission shall be installed, maintained and operated in accordance with the details specified in the Environmental Noise Impact Assessment Report ref. 23690/ENIA Rev5 dated 14 March 2017, prepared by Hann Tucker Associates. In addition, all plant, machinery and
equipment to be used by reason of the granting of this permission shall be so installed, maintained and operated so as to ensure that the rating noise level from the equipment shall be at least 5 dB below the pre-existing background noise level (L90) when measured at the nearest noise sensitive premises. Measurements and rating of noise for the purpose of this conditions shall be in accordance with BS4142:2014 -"Method of rating industrial and commercial sound".
Reason: To safeguard the amenities of residents of nearby properties in accordance with Policies G2, EP2 and CF2 of the South Oxfordshire Local Plan 2011.
