The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, A-1026, A-1029, A-1305, REV G, A-1205-4, A-1210-4, A1028-6, A-1027-6, C92001 Rev S2 P03, C92002 Rev S2 P01, C92005 Rev S2 P01, C92005 Rev A2 P01, P140-TAL-P-L-Landscape-01A Rev B, A-850 Rev 4, A-905 Rev 4 and A-911 Rev 2, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P17/S2800/DIS

Prior to the commencement of development detailed plans showing the existing and proposed ground levels of the site together with the slab and ridge levels of the proposed development, relative to a fixed datum point on adjoining land outside of the application site, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To ensure a satisfactory form of development in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C3, C4, CON5, CON7, D1 and R3 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby approved a schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C3, C4, CON5, CON7, D1 and R3 of the South Oxfordshire Local Plan 2011. The development hereby permitted shall not be used until the sustainable measures set out in Section 3 of the Design and Access Statement have been provided. These measures shall thereafter be retained. Reason: To ensure high standards of sustainable design and construction in accordance with Policy CSQ2 of the South Oxfordshire Core Strategy 2027. The development hereby approved shall be designed and constructed to meet Secure by Design Part 2 Standards for physical security. Reason: To reduce the opportunity for crime in accordance with Policy D6 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing no.A-911, Rev 2, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policy CSM1 of the South Oxfordshire Core Strategy 2027 and Policies G2, D2, R3, T1 and T2 of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy CSM1 of the South Oxfordshire Core Strategy 2027 and Policies G2, D2, R3, T1 and T2 of the South Oxfordshire Local Plan 2011.

The landscaping scheme as shown on the approved plan P140-TAL-P-L-Landscape-01A.PDF Rev B shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, C9, CON7, D1 and R3 of the South Oxfordshire Local Plan 2011.

The tree protection details as shown on the approved plan Tree Protection Plan Rev G February 2017 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, C9, CON7, D1 and R3 of the South Oxfordshire Local Plan 2011

The development hereby permitted shall be implemented in accordance with the recommendations contained in chapter 5 of the Ecological Appraisal (BSG Ecology February 2017 ref: 6763-01_R_APPR_200217) submitted with the application in all respects. This condition will be discharged on receipt of a letter from the project ecologist providing evidence to demonstrate that the mitigation has been completed according to the approved report. Reason: To protect the important species on the site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policies G2, C6, C8 and R3 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall only be used for leisure purposes by members of Phyllis Court Club and not for any separate leisure or other purposes at any time. Reason: As the separate use of the building would undermine the vitality and viability of Henley Town Centre and would represent an undesirable sub-division of the premises and result in additional traffic and inadequate standards of amenity and privacy in accordance with Policy CST1 and CSHEN1 of the South Oxfordshire Core Strategy and Policies G2, D4, R3 and T1 of the South Oxfordshire Local Plan 2011.

The operating hours of the premises hereby permitted shall be restricted to the hours of 6am to 10pm Monday to Friday and 8am to 7pm on Saturdays, Sundays and Public Holidays. Reason: In the interests of the amenities of the occupants of nearby properties and in accordance with Policies G2, EP2, R3 and T1 of the South Oxfordshire Local Plan 2011.

A construction management plan detailing measures to be taken to protect nearby residents from noise and dust shall be submitted to and approved by the Local Planning Authority prior to the commencement of any construction or demolition works. The hours of operation for such works shall be restricted to 8:00 am - 6.00 pm Monday to Friday and 8.00 am to 1.00 pm on a Saturday. No work shall take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policies G2, EP1, EP2 and R3 of the South Oxfordshire Local Plan 2011.

All plant, machinery and equipment to be used by reason of the granting of this permission shall be so installed, maintained and operated so as to ensure that the rating noise level from the equipment shall be at least 5 dB below the pre-existing background noise level (L90) when measured at the nearest noise sensitive premises. Measurements and rating of noise for the purpose of this conditions shall be in accordance with BS4142:2014 -"Method of rating industrial and commercial sound". Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policies G2, EP1, EP2 and R3 of the South Oxfordshire Local Plan 2011.

Any external lighting associated with this development shall be detailed in a lighting scheme to be submitted to and approved by the Local Planning Authority prior to the occupation and use of the permitted development commences. The scheme shall demonstrate that the proposed lighting is designed in accordance with the guidance to be found in the Institution of Lighting Professionals Guidance Notes for the Reduction of Obtrusive Light GN01:2011. Controls over the times when the lighting is to be used shall also be specified to minimise disturbance to nearby residents and the adjoining Area of Outstanding Natural Beauty. Thereafter the lighting shall be installed and maintained in accordance with the approved scheme. Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C3, C4, CON5, CON7, EP3 and R3 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be used until the surface water drainage works hereby approved have been carried out in accordance with the approved details. Reason: To prevent pollution and flooding in accordance with Policies G2, EP1, EP4, EP6 and R3 of the South Oxfordshire Local Plan 2011.
