The proposal would result in the loss of a hedge and result in interventions to the highway, which would fail to preserve or enhance the setting of the listed building and character appearance of the conservation area. Additionally, the proposal would not result in any public benefits. The scheme does not comply with the requirements of the Planning (Listed Buildings and Conservation Areas) Act 1990, paragraph 134 of the National Planning Policy Framework, Policy CSEN3 of the South Oxfordshire Core Strategy and Policies CON5 and CON7 of the South Oxfordshire Local Plan.
The proposal represents an unsafe form of development with inadequate pedestrian visibility splays and gradient likely to result in increased risk to the users of the local highway network. The proposal is therefore contrary to Policy T1 of the South Oxfordshire Local Plan and paragraph 32 of the National Planning Policy Framework.
