Having regard to its excessive scale, design and visual prominence within public views, the district council considers that the proposed roof extension would materially harm the character of the historic terrace and the street scene along Marmion Road. Furthermore, the proposed rooflight to the front elevation would impact adversely upon the largely unaltered historic frontage along Reading Road. The development as a whole would fail to preserve or enhance the character and appearance of the Henley Reading Road Conservation Area. As such, the proposal is contrary to Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2012 and Policies CON7, D1 and H13 of the South Oxfordshire Local Plan 2011.
The increase in the height of the existing rear gable in order to accommodate the second floor accommodation, would result in losses of light and privacy with respect to the adjoining property. In its current form, the proposal would cause material harm to neighbouring amenity, contrary to Policies H13 and D4 of the South Oxfordshire Local Plan 2011.
