Conditions / Refusal Reasons
The proposed externally mounted extraction system would constitute an inappropriate modern addition, which would visually detract from the historic and architectural quality of the listed building, contrary to policy CSEN3 of the South Oxfordshire Core Strategy; policies CON2 and CON3 of the South Oxfordshire Local Plan; and government guidance contained in the National Planning Policy Framework aimed at conserving and enhancing the value of historic conservation assets.

The proposed externally mounted extraction system would introduce an incongruous modern and highly urban feature into an otherwise low-key historic environment contrary to the character of the conservation area, and contrary to policy CSEN3 of the South Oxfordshire Core Strategy; policy CON7 of the South Oxfordshire Local Plan; and government guidance contained in the National Planning Policy Framework aimed at conserving the value of historic conservation assets including conservation areas.

The proposed externally mounted extraction system would fail to respect the established character of the site and its surroundings contrary policy CSQ3 of the South Oxfordshire Core Strategy; policies G2 and D1 of the South Oxfordshire Local Plan; policy DQS1 of the Henley-Harpsden Joint Neighbourhood Plan; and government guidance contained in the National Planning Policy Framework aimed at achieving good design and respect for local distinctiveness.

Insufficient information has been submitted in the support of the application in order to demonstrate that the proposed externally mounted extraction system would not have an adverse impact on the amenity of neighbouring occupiers in terms of noise and odours contrary to policies EP1, EP2 and G2 of the South Oxfordshire Local Plan.
