Description
To improve the thermal performance of the building, the works to include:
- Strip the tiled roof and weatherboarded walls
- Insulate the roof and walls to remove draughts and improve the thermal performance
- Recover the roof and walls with new tiles and weatherboarding
- Replace rainwater gutters and downpipes to the barn with 'dripping eaves'
- Improve surface water drainage
- Replacement of the existing blockwork and brick plinths and install insulated plinth walls
- Replace the barn doors to remove draughts and install glazed screen/windows
- Replace the existing concrete floor with a floor that incorporates under-floor heating
Conditions / Refusal Reasons
The works hereby permitted shall be begun not later than three years from the date of this consent.
Reason: To comply with the provisions of section 18(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the works hereby approved shall be carried out in accordance with the details shown on the following approved plans, BLO01, 740-ELO1-A, 740-ELO2-A, 740-ELO3-A, 740-ELO4-A, 740-ELO5-A, 740-ELO6-A, 740-ELO7-A, 740-ELO8-A, 740-ELO9-A, 740-SEO1-A, 740-PLO1-A and LOC01, except as controlled or modified by conditions of this consent.
Reason: To secure the proper planning of the historic environment in accordance with Development Plan policies.
Details, including drawings as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun:
a. drawings showing the proposed sections through the roof, walls including the plinth, gable end elevations to include details of the half hip and close up drawings of the eaves detailing.
b. detailed specifications for the materials to be used in covering the frame; to include details of sarking boards, insulation, membranes/ other materials
c. specifications for glazing on barn door openings
d. a method statement for the removal of the concrete floor slab and laying of a new floor slab with underfloor heating and the removal and reconstruction of the plinth
e. details, including large scale drawings where appropriate, of any proposed repairs or alterations or other interventions to the timber frame prior to the carrying out of that work. This must be informed by the findings of the Building Archaeology Report referenced in condition 4 below.
Thereafter the works shall be carried out in accordance with the approved details.
Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 of the South Oxfordshire Local Plan 2011.
No works shall commence on site prior to the implementation of a watching brief which shall be maintained during the course of the works affecting the historic fabric of the building concerned. This must be carried out by a professional archaeological/building recording consultant or organisation in accordance with a written scheme of investigation which shall first have been submitted to and agreed in writing by the Local Planning Authority.
The building record shall include: drawings, photographs and written description and analysis, produced in accordance with best practice guidance proportionate to the significance of the building to a level agreed with Historic England and the Local Planning Authority.
Reason: To safeguard the identification and recording of features of historic and/or archaeological interest associated with the fabric of the building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON13 and CON14 of the South Oxfordshire Local Plan 2011.
