The scale and siting of the proposed development, within a prominent corner plot would result in a visually intrusive and cramped form of development, eroding the relatively open and verdant character of the existing site. As such, the scheme would not respect the existing settlement pattern and it would unacceptably harm the character and appearance of the locality, contrary to Policies G2, D1, D3 and H4 of the South Oxfordshire Local Plan 2011, Policies CSHEN1 and CSQ3 of the South Oxfordshire Core Strategy and advice contained within the South Oxfordshire Design Guide

The proposed self-contained residential extension would increase the off-street parking requirement for the property. Having regard to the limited space available to the front of the site and the lack of appropriate visibility splays, the council considers that the proposal would increase the risk of obstructive parking within the residential cul-de-sac and it would be prejudicial to highway safety, contrary to Policies D1, T1 and T2 of the South Oxfordshire Local Plan 2011 and advice within the South Oxfordshire Design Guide.
