Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PL-417, PL-212, PL-214, PL-216, PL-410, PL-412, PL-413, PL-414, PL-415, PL-411, PL-416, PL-215, PL-211, PL-213, PL-110, PL-114A and PL-112A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Unless otherwise agreed in writing by the Local Planning Authority, the following materials shall be used in the exterior of the dwellings hereby approved: Roof Tiles: Redland Plain Antique Red 03 Brickwork: Ibstock Cissbury Red Multi Stock Flintwork: Knapped Field Flint Block Render: K Rend Silicone Scraped Texture - Cream Windows and doors: uPVC or timber Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The first floor bathroom window in the front elevation of the dwelling in plot 6 shall be glazed in obscure glass, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan (PL-114A) and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Unless otherwise agreed in writing by the Local Planning Authority, the measures set out in the revised Construction Traffic Management Plan which accompanied the discharge of condition application ref: P17/S0519/DIS (K2 Consultancy;Thame Road, Chinnor; Rev-B, March 2017) shall be implemented throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The landscaping scheme detailed within the approved landscaping plan (PL-112A) shall be implemented prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme. Any variation must be approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, foul and surface water drainage details shall be implemented in accordance with details to be first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

Prior to first occupation of the development, the means of access onto Thame Road shall be provided in accordance with the approved site plan (PL-114A) and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided prior to the occupation of the development hereby approved in accordance with the details shown on drawing PL-114A Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

Unless otherwise agreed in writing by the Local Planning Authority, the ground contamination mitigation measures recommended within the contaminated land report which accompanied the discharge of condition application ref: P17/S0519/DIS (Subadra Geo-Environmental Investigation Report for Chevron House, Chinnor Report Reference IN16377 CL 002 Dated January 2017) shall be implemented during the course of the development. Prior to first occupation of the dwellings hereby approved, a remediation validation report must be submitted to, and approved in writing by, the Local Planning Authority. Reason: To ensure that risks from land contamination to future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors in accordance with policy EP8 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), no extensions or outbuildings as defined under Schedule 2, Part 1, Class A, B or E of the Order shall be erected within the curtilage of the dwellings hereby approved, without first obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
