The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 100A, 101A, 201C, 202B, 203A, 204A, 205B, 150C, 250A and 251A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P17/S4481/DIS, P18/S1266/DIS

Prior to the commencement of the development hereby approved samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and hard standings, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented prior to the first occupation or use as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011. No development shall commence unless and until a scheme ("the offsetting scheme") for the offsetting of biodiversity impacts at the site has been submitted to and agreed in writing by the Local Planning Authority. The offsetting scheme shall include: 1. A methodology for the identification of receptor site(s); 2. The identification of receptor site (s); 3. Details of the offset requirements of the development (in accordance with the recognised offsetting metrics standard outlined in the Defra Metrics Guidance dated March 2012); 4. The provision of arrangements to secure the delivery of the offsetting measures (including a timetable for their delivery); and 5. A management and monitoring plan (to include for the provision and maintenance of the offsetting measures for no less than 25 years). The written approval of the LPA shall not be issued before the arrangements necessary to secure the delivery of the off-setting measures have been executed. The offsetting scheme shall be implemented in full accordance with the requirements of the approved scheme. Reason: To ensure that there is no net loss of biodiversity, in accordance with provisions of the NPPF and Policies CSB1 of the South Oxfordshire Core Strategy 2027 and C6 of the South Oxfordshire Local Plan 2011. Prior to any demolition and the commencement of the development a professional archaeological organisation acceptable to the Local Planning Authority shall prepare an Archaeological Written Scheme of Investigation, relating to the application site area, which shall be submitted to and approved in writing by the Local Planning Authority. Following the approval of the Written Scheme of Investigation and prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON11, CON13, CON14 and E5 of the South Oxfordshire Local Plan 2011. Prior to commencement of development, details shall be submitted and approved by the Local Planning Authority for the improvement of the public footpath serving the development. The approved details shall be executed prior to first occupation of the development hereby approved. No ransom strips shall be retained within the scheme with any potential footpath improvements associated with the adjacent site known as BEN5. Prior to the commencement of any development (including demolition works), a Construction Method Statement shall be submitted to and approved in writing by the Local Planning Authority. The approved statement shall be complied with throughout the construction period, and shall provide details of the following:- 1. Vehicle parking facilities for construction works, other site operatives and visitors. 2. Site offices and other temporary buildings; 3. Loading and unloading of plant and materials; 4. Storage of plant and materials used during construction; 5. Vehicle wheel washing facilities; 6. Measures to control the emission of dust and dirt. 7. A scheme for recycling and / or disposing of waste materials arising from the demolition and construction works. 8. Installation and maintenance of security hoarding /fencing 9. Routing of construction vehicles between the site and the nearest trunk road(s) Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Development shall not begin until a surface water drainage scheme for the site based on sustainable drainage principles and an assessment of the hydrological and hydro-geological context of the development, has been submitted to and approved in writing by the local planning authority. The scheme shall subsequently be implemented in accordance with the approved details before the development is completed. The scheme shall also include: · Discharge Rates · Discharge Volumes · Maintenance and management of SUDS features · Sizing of features - attenuation volume · Infiltration in accordance with BRE365 · Detailed drainage layout with pipe numbers · SUDS (detailed drainage strategy) · Network drainage calculations. Prior to occupation of the hereby permitted the proposed means of access onto Blacklands Road is to be formed and laid out and constructed strictly in accordance with the current version of Oxfordshire Residential Road Design Guide and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved vision splays measuring 2.4 metres by 25 metres shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Before any of the dwellings hereby permitted are first occupied, the proposed vehicular accesses, footways, driveways and turning areas that serve those dwellings shall be constructed, laid out, surface and drained in accordance with the specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the dwellings a copy of the Sustainable Travel information Pack(STIP) shall be submitted to and approved in writing by the Local Planning Authority following consultation with the Local Highway Authority. The approved STIP shall then be provided to each household initially to occupy the dwellings to be built and shall include information on the alternatives to single occupancy car use available to residents, walking and cycle route maps, discounts, and public transport information. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

Glazing to all habitable rooms shall meet the specification given in section 7.1 of the ATSPACE report 26/01/2017. Reason: To protect the occupants of the development from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

The ceiling and roof construction shall meet the specifications and noise reduction detailed in section 7.2 of the ATSPACE report 26 January 2017. The plasterboard shall also be upgraded to 15mm SoundBloc (or equivalent rated plasterboard for noise insulation). Reason: To protect the occupants of the development from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Notwithstanding the details specified in the Jarman Cole report in respect of trickle vents, Mechanical ventilation shall be supplied to all bedrooms. Details of the ventilation system shall be submitted to and approved in writing by the local planning authority prior to installation so that the noise arising from the plant installed is assessed to prevent further adverse noise impact to residents of the proposed development. Reason: To protect the occupants of the development from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
