Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1.10, 1.55, 1.40, 1.50, 1.20, LOC001, 1.45, 1.60, 100022432 and 1641-10, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P17/S1006/DIS, P19/S0635/DIS

Unless otherwise agreed in writing by the local planning authority, the following materials shall be used in the construction of the exterior of the dwelling houses hereby approved:- Brickwork: Michelmersh Hampshire Stock Downs Blend Roof: HF weathered plain clay tiles Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted, a scheme for the landscaping of the site and details of any replacement planting, shrubs and all boundary treatments, shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the dwellings hereby permitted. The specified landscaping measures shall be implemented within 12 months of the approval of the scheme and thereafter maintained in accordance with the approved details. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works or operations relating to the development hereby permitted, the remaining trees within the site shall be protected in accordance with the Arboricultural Method Statement, Tree Protection Plan and supplementary detail, received 2nd December 2016. Thereafter the development shall be carried out in accordance with the approved details with the agreed measures being kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the scheme of mitigation as stated in section 5.3 of the supporting Bat Emergence and Re-Entry Survey (John Wenman Ecological Consultancy, 17/08/2015, Ref: R1157/b) in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and Policy C8 of the adopted Local Plan.

That prior to or during the development hereby permitted, a single bat box suitable for brown long-eared bats (Plecotus auritus), such as the Schwegler 1FD, will be erected on the application site. The exact location of this bat box must be informed by a suitably trained ecologist. This condition will be discharged on receipt of a letter from the ecologist providing evidence to demonstrate that the aforementioned habitat compensation/enhancement has been undertaken in accordance with best practice guidance. Reason: To protect the habitats of bats which are a protected species under the Wildlife and Access to the Countryside Act 1981 and in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policies C6 and C8 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), no extensions or outbuildings as described in Schedule 2, Part 1, Classes A, B and E of the Order shall be erected within the curtilage of the dwellinghouse without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development, the means of access onto the B4009/ Shirburn Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted, vision splays measuring 2.4 metres by 160 metres shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan (1.20, Rev E) and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

All construction traffic management measures specified within the approved Construction Method Statement by Boddington Planning Ltd shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
