That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 5011 VA1, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P17/S0202/DIS

Prior to occupation of the development hereby permitted the proposed means of access onto Horsepond Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first use of the access hereby permitted vision splays measuring 2.4 metres by 4.3 metres shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development the applicant must confirm the following: EITHER, that the no-dig hard surface that is being proposed within the root protection area of the adjacent trees is going to be installed before any on site construction activity and therefore be used as ground protection of the tree roots during all construction activity. OR, If the no-dig hard surface is not to be installed prior to construction activity and is to be installed after construction activity, that ground protection in accordance with BS 5837:2012 will be implemented in the areas shown to contain no-dig hard surfacing and this will be installed prior to any construction activity. This would consist of the following as set out in BS 5837:2012: a) For pedestrian movements only, a single thickness of scaffold boards placed either on top of a driven scaffold frame, so as to form a suspended walkway, or on top of a compression-resistant layer (e.g. 100mm depth of woodchip), laid onto a geotextile membrane. b) For pedestrian-operated plant up to a gross weight of 2 t, proprietary, inter-linked ground protection boards placed on top of a compression-resistant layer (e.g. 150mm depth of woodchip), laid onto a geotextile membrane; c) For wheeled or tracked construction traffic exceeding 2 t gross weight, an alternative system (e.g. proprietary systems or pre-cast reinforced concrete slabs) to an engineering specification designed in conjunction with arboricultural advice, to accommodate the likely loading to which it will be subjected. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

That a revised scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. The scheme shall be implemented prior to the first occupation or use as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

This permission only allows for the variation of Condition 2 of planning permission P16/S0116/FUL in the form of changes to the approved plans as shown on the plans referred to in Condition 1 of this permission. All the other conditions attached to that planning permission remain in force in all other respects. Reason: To secure the proper planning of the area in accordance with Development Plan policies.
