Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, SK002, 33070 SK003, C.V - 101, C.V - 104, C.V - 204 and C.V - 209, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The materials to be used in the approved development shall be as follows:- Bricks:Hanson Building Products - Crowhurst Multi Reserve Bricks; Tiles: Traditional Clay Roof Tiles - Developer Medium as previously approved under application P15/S2323/DIS dated 7 September 2015. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and policies H4 and G2 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be carried out in accordance with the previously approved detailed level plans RT.100, RT11B and RT12A under application P15/S2323/DIS dated 7 September 2015. Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the accommodation, the windows on the first floor of the north west and south east (side) elevations of the dwelling hereby permitted shall either be obscure glazed and fixed shut non-opening windows with the exception of a top hung openable fanlight, or positioned so that the cill level is more than 1.7 metres above the floor level of the room, and shall be retained as such thereafter Reason: To ensure that the development is not unneighbourly in accordance with Policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the dwelling hereby permitted, the existing means of access onto the A4130 shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas for the proposed and existing dwellings shall be provided in accordance with the approved plan SK002 and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The landscaping shall be carried out in accordance to the landscape plan drawing number 429.13/03A as previously approved under application P15/S2323/DIS dated 7 September 2015. Reason: To help to assimilate the development into its surroundings in accordance with policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The tree protection measures shall be carried out in accordance with The Arboricultural Method Statement produced by Hankinson Duckett as previously approved under application P15/S2323/DIS dated 7 September 2015. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The boundary details shall be carried out in accordance with the details as shown in plan RT.100 previously approved under application P15/S2323/DIS dated 7 September 2015, and shall thereafter be retained. Reason: In the interests of the visual appearance of the development in accordance with policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
