Conditions / Refusal Reasons
That, by reason of its considerable size and footprint relative to that of the original modest bungalow, the proposed extension represents a disproportionate and incongruous addition which would be visible in public views from Park Road. The extension would dominate and overwhelm the property and there is no precedent for a development of this scale in the local area nor is there a viable permitted development fall-back position for an extension of a comparable size. As such, the proposed development is contrary to saved Policies H13 and D1 of the adopted South Oxfordshire Local Plan, to Policy CSQ3 of the South Oxfordshire Core Strategy and to advice contained within Section 6 of the South Oxfordshire Design Guide 2008 (SPD).
That particularly having regard to its considerable depth, height and siting in close proximity to the shared boundaries with No's 19 and 23 Park Road, the proposed extension, in conjunction with those that exist to the rear of No's 15-17 and 25 Park Road would have an unsatisfactory overbearing and oppressive impact upon the adjacent properties. The development would also reduce daylight/sunlight to those properties and would therefore be harmful to the amenity of the occupants of those properties contrary to saved Policy H13 of the adopted South Oxfordshire Local Plan and to advice contained within Section 6 of the South Oxfordshire Design Guide 2008 (SPD).
