Description
Demolition and erection of new boathouse to establish a new maximum AOD Level of 34m for the finished ground floor level, following the high flooding in 2012-13 and 2013-14. (As supported by Flood Risk Assessment received 31 January 2017).
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 16058/001 P Revision C, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the application documentation hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C3, C4, H13, G2 and D1 of the South Oxfordshire Local Plan 2011.
The development permitted by this planning permission shall be carried out in accordance with the Flood Risk Assessment (FRA) for New Boat House Proposals, Island Cottage, Henley on Thames prepared by K Clifford and dated January 2017 and the following mitigation measures detailed within the FRA:
1. The finished floor level will be at 34m AOD which is above the recommended 300mm above the 1 in 100 year plus climate change level of 33.7m AOD. The proposed first floor level will be located above the 1:100 design flood level plus a free board allowance of 1.08m.
2. There shall be no raising of existing ground levels on the site.
3. Any walls or fencing constructed within or around the site shall be designed to be permeable to flood water.
4. There shall be no storage of any materials including soil within the 1% annual probability (1 in 100) flood extent with an appropriate allowance for climate change. The mitigation measure(s) shall be fully implemented prior to occupation and subsequently in accordance with the timing / phasing arrangements embodied within the scheme, or within any other period as may subsequently be agreed, in writing, by the local planning authority.
Reason: To reduce the risk of flooding on-site and elsewhere in accordance with the NPPF.
