The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies D1, G2, H13 and CON7 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of the development hereby approved, including any site clearance or demolition, a report containing the findings of at least three bat activity surveys, as recommended in the supporting Bat Survey (Bioscan, 20/03/2017, Ref: SW17/E1892/TPL1b), including a specific scheme for mitigation and working method statement, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall be implemented in accordance with the approved details. Any variation from the approved details will need to be agreed in writing before any such change is implemented.
Reason: To ensure that the important species on site are protected, in accordance with Policy C6 and C8 of the SOLP, in addition to Policy CSB1 of the SOCS.
