Given the design, scale and position of the dormer window the proposals would form a prominent feature on the existing period dwelling. Large flat roof dormer windows of this type and size are uncharacteristic of the existing property and the surrounding Article 4 conservation area. The proposed development would have a negative impact upon the character and appearance of the existing property, site and surrounding conservation area. As such, the proposed would be contrary to Policies CON7, D1, G2 and H13 of the South Oxfordshire Local Plan, Policies CS1, CSQ3, CSEN3 and CSHEN1 of the South Oxfordshire Core Strategy, and guidance within the South Oxfordshire Design Guide and National Planning Policy Framework.
