Conditions / Refusal Reasons
The Council is of the opinion that the development is not infill and therefore contrary to policy CSR1 of the South Oxfordshire Core Strategy. The development would not infill a gap within a frontage of the village and is not closely surrounded by buildings. Furthermore the proposal, due to its siting and design, would degrade the rural character of the site to the detriment of the character of this part of Bix and the Chilterns AONB. The development conflicts with paragraph 115 of the NPPF and policies CSEN1, CSQ3 and CSR1 of the South Oxfordshire Core Strategy, saved policies D1, G2, G4 and C4 of the South Oxfordshire Local Plan. The Council considers that the harm caused by the development would demonstrably outweigh the benefit of one new dwelling in this location notwithstanding the District's lack of a 5 year housing supply.
