Conditions / Refusal Reasons
That the development to which this permission relates shall be begun not later than whichever is the later of the following dates:
(a) the expiration of three years from the date of this permission; or
(b) the expiration of two years from the final approval of the reserved matters, or in the case of approval on different dates, the final approval of the last such matter to be approved.
Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
In the case of any reserved matter, application for approval must be made not later than the expiration of three years beginning with the date of the grant of outline planning permission.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 15020(P)005B, 15020(P)007B, 15020(P)010A, 15020(P)008B, 15020(P)001A and 15-137-103, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The reserved matters for the scheme shall be designed to secure an appropriate market housing mix.
Reason: In accordance with Policy CSH4 of the South Oxfordshire Core Strategy and having regard to the Oxfordshire Strategic Housing Market Assessment April 2014.
Concurrent with the submission of a reserved matters application a Biodiversity Enhancement Strategy shall be submitted to and approved in writing by the Local Planning Authority. The strategy should demonstrate using biodiversity accounting metrics how the development can achieve a no net loss of biodiversity overall compared to the biodiversity value of the site prior to development.
Thereafter, the biodiversity enhancement measures shall be carried out and retained in accordance with the approved details.
Reason: To avoid a net loss of biodiversity in accordance with Policy CSB1 of the Core Strategy and government policy as stated in paragraphs 109 and 117 of the NPPF.
Prior to the commencement of the development (including vegetation clearance) a construction environmental management plan for Biodiversity (CEMP: Biodiversity) shall be submitted to and approved in writing by the local planning authority. The CEMP (Biodiversity) shall include the following:
i. Update ecological surveys for red kites and badgers, update surveys shall be
of an appropriate type for the above species and survey methods shall follow
national good practice guidelines.
ii. Risk assessment of potentially damaging construction activities.
iii. Identification of biodiversity protection zones .
iv. Practical measures (both physical measures and sensitive working practices) to avoid, reduce or mitigate the impacts on important habitats and protected species during construction.
v. The location and timing of sensitive works to avoid harm to biodiversity features.
vi. The times during construction when specialist ecologists need to be present on site to oversee works.
vii. Responsible persons and lines of communication.
viii. Use of protective fences, exclusion barriers and warning signs.
The approved CEMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details, unless otherwise agreed in writing by the local planning authority.
REASON: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and Policy C8 of the adopted Local Plan
Development shall not begin until a surface water drainage scheme for the site based on
sustainable drainage principles and an assessment of the hydrological and hydro-geological context of the development, has been submitted to and approved in writing by the local
planning authority. The scheme shall subsequently be implemented in accordance with the
approved details before the development is completed. The scheme shall also include:
- Discharge Rates
- Discharge Volumes
- Maintenance and management of SUDS features
- Sizing of features - attenuation volume
- Infiltration in accordance with BRE365
- Detailed drainage layout with pipe numbers
- SUDS (detailed drainage strategy)
- Network drainage calculations
Reason:- To ensure the effective drainage of the site in the interest of public health and the
avoidance of flooding in accordance with Policies EP1 and EP6 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of development, details of vehicular access to the site shall be submitted to and approved in writing by the Local Planning Authority. Such details shall include visibility splays in both directions. The access and visibility splays shall be provided prior to the occupation or use of the new development and, thereafter, the visibility splays shall be permanently maintained free from obstruction to vision.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the occupation of the development a copy of the Sustainable Travel information Pack (STIP) shall be submitted to and approved in writing by the Local Planning Authority following consultation with the Local Highway Authority. The approved STIP shall then be provided to each household initially to occupy the dwellings to be built and shall include information on the alternatives to single occupancy car use available to residents, walking and cycle route maps, discounts, and public transport information.
Reason:- To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.
Prior to the commencement of any development (including demolition works), a Construction Method Statement shall be submitted to and approved in writing by the Local Planning Authority.
The approved statement shall be complied with throughout the construction period, and shall provide details of the following:-
1) Vehicle parking facilities for construction workers, other site operatives and visitors.
2) Site offices and other temporary buildings;
3) Loading and unloading of plant and materials;
4) Storage of plant and materials used during construction;
5) Vehicle wheel washing facilities;
6) Measures to control the emission of dust and dirt.
7) A scheme for recycling and / or disposing of waste materials arising from the demolition and construction works
8) Installation and maintenance of security hoarding /fencing.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Prior to any demolition and the commencement of the development a professional archaeological organisation acceptable to the Local Planning Authority shall prepare an Archaeological Written Scheme of Investigation, relating to the application site area, which shall be submitted
Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11 and CON13 of the South Oxfordshire Local Plan 2011.
Following the approval of the Written Scheme of Investigation referred to in condition 12 and prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority.
Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11 and CON13 of the South Oxfordshire Local Plan 2011.
