The council is therefore unable to conclude that the works would have an acceptable impact upon the special architectural or historic interest of the building. The proposal is contrary to Policy CSEN3 of the South Oxfordshire Core Strategy, Policy CON3 of the South Oxfordshire Local Plan 2011 and advice within the National Planning Policy Framework.
