Description
Alterations to the existing house to return one attic space to habitable accommodation and a second attic space into a bat loft, and, alterations to an existing detached double garage to replace the roof structure and incorporate a studio / home office which is ancillary accommodation to the main house. As amended by plans 1.30C, 1.40B and 1.60C received 17 January 2017. These plans omit one rooflight from either side of the garage roof and omits the rooflights over the proposed new bedroom and inserts 2 rooflights instead.

Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, APC2 0.20, APC2 0.40B, APC2 0.30A, APC2 0.60A, APC2 0.10, APC2 0.0, 1.30 Rev C, 1.40 Rev B and 1.60 Rev C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. This can be done by photo panel. Reason: In the interests of the visual appearance of the development in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies Con 3 and D1 of the South Oxfordshire Local Plan 2011.

That the development hereby approved shall not commence until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: In the interests of the visual appearance of the development in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies Con 3 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the recommendations contained in Chapter 5 of the Bat Survey Report (806.1, Hankinson Duckett Associates October 2016) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.
