The subdivision of the plot at no. 9 Bradley Road to create a separate residential property would result in an unacceptable relationship between the two dwellings. Having regard to the depth of the proposed dwelling and its position within the site, there would be a significant loss of outlook and daylight to the living accommodation at no 9 and an overbearing impact upon its garden area, harming the amenity of the current and future occupiers of that property. As such, the proposal is contrary to Policies H4, D1 and D4 of the South Oxfordshire Local Plan 2011 and advice within the South Oxfordshire Design Guide.
The proposal would result in the loss of off-street parking provision for the existing dwelling at no. 9 Bradley Road. This would result in an increased risk of obstructive parking within an area where there are already significant parking pressures. As such, the proposal would have a detrimental impact upon highway safety, contrary to Policies D2, T1 and T2 of the South Oxfordshire Local Plan 2011 and advice within the National Planning Policy Framework.
