The trellis development on top of the existing closed board fence results in significant additional height and is of a stark appearance. This results in a visual dominance that is out of keeping with the character and appearance of the area. The purpose for erecting the trellis to increase privacy, does no outweigh the detrimental impact caused to the visual amenity of the street scene. This is contrary to Government guidance contained in the National Planning Policy Framework; policy CSQ3 of the South Oxfordshire Core Strategy 2031; and policies D1 and G2 of the South Oxfordshire Local Plan 2011 .
