The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P18/S0552/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 02111691-1, SMM17301-1, SMM17201-2, 02111690-1 and SMM17202-1 A, Design and Access Statement rev 2 and Window and Door Schedule Rev 1 except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P18/S0552/DIS

That a full archaeological watching brief shall be carried out during the excavation of the internal floor works by a professionally competent archaeological organisation in accordance with details which shall have been submitted to and approved in writing by the Local Planning Authority before the work commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. The watching brief shall be carried out in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

Following the approval of the Written Scheme of Investigation referred to in condition 3 no excavation of the internal floor works shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and with Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

That following the removal of the cement render to the south elevation of the central range and to the timber framed section of the east elevation the subsequent repair method, materials and finish for the re-rendering work is to be agreed in writing with the Local Planning Authority prior to the repair work being carried out (other than the removal of render). Reason: In the interests of safeguarding the character of the listed building in accordance with South Oxfordshire Core Strategy Policy CSEN3 and South Oxfordshire Local Plan Policy CON2 and CON3.

The development hereby permitted shall be implemented strictly in accordance with the method statement, as stated in section 17 of the supporting Preliminary Bat Survey (4 Acre Ecology Ltd, 22/12/2016, Issue 1) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. This condition will be discharged on receipt of a letter from the project ecologist providing evidence to demonstrate that the method statement has been implemented according to the approved details. REASON: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and Policy C8 of the adopted Local Plan.

That prior to the commencement of the re-roofing works to the western and central wings, a report containing the findings of the recommended bat activity surveys, as stated in sections 7.1 through to 7.3 inclusive of the supporting Preliminary Bat Survey (4 Acre Ecology Ltd, 22/12/2016, Issue 1), shall be submitted and approved in writing by the Local Planning Authority. This report shall discuss whether a European Protected Species licence will be required to undertake the re-roofing works to the western and central wings. Reason: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and Policy C8 of the adopted Local Plan.
