The character of the building through the way that it has been historically used would be harmed by the loss of the chimney, access to the hearth and architecturally the opportunity to reinstate a period-appropriate hearth would be lost representing architectural harm within the context of this room. This harm is not substantial but 'less than substantial' and there are no benefits to the proposal in heritage terms or other planning terms which would justify this harm. Consequently, it is contrary to saved policy CON3 of the South Oxfordshire Local Plan 2011, policy CSEN3 of the South Oxfordshire Core Strategy 2027 and paragraph 134 of the NPPF.
