Conditions / Refusal Reasons
That the mobile home for which temporary planning permission is granted shall be removed from the site within 5 years from the date of this permission, or at such other time as it ceases to be used solely for purposes ancillary to the use of the land for horticulture, whichever shall occur first, other than with the prior permission of the local planning authority.
Reason: To ensure that the mobile home is not retained permanently on the land, contrary to the character and appearance of the countryside in accordance with policy CSEN1 of the South Oxfordshire Core Strategy; policies G2, G4, C4, E5 and A1 of the South Oxfordshire Local Plan; policies ESDQ16 and ESDQ22 of the Thame Neighbourhood Plan; and government guidance contained in the National Planning Policy Framework aimed at protecting, the countryside, valued landscapes, local character and distinctiveness.
That the existing hedges and trees to all boundaries of the land shall be retained and properly maintained at a height of not less than 3.0 metres and any boundary tree or plant which may die or be seriously damaged or destroyed shall be replaced with an advanced tree or shrub of the same species and the replacement thereafter shall be properly maintained.
Reason: To help to assimilate the development into its surroundings in accordance with Policies G2, G4, C4, E5 and A1 of the South Oxfordshire Local Plan.
External lighting will only be permitted in accordance with a lighting scheme which shall have been submitted to and approved in writing by the Local Planning Authority. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers from light spillage and shall be turned on only during the hours that the horticultural business operates and remain off at all other times.
Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with Policy CSEN1 of the South Oxfordshire Core Strategy 2027 and Policy EP3 of the South Oxfordshire Local Plan 2011.
