The application site lies beyond the edge of the settlement of Crowmarsh Gifford and is not a site allocated for housing.  The proposal would constitute a major development within the Chilterns Area of Outstanding Natural Beauty (AONB) and there are no exceptional circumstances that are in the public interest that would justify this major development within the AONB.  The proposal would result in the loss of countryside that is characteristic of the Thames Floodplain fringes of the AONB, which helps to define the rural setting of the village.  It would cause material harm to the character and intrinsic quality of this part of the AONB and the harm would outweigh the benefits of the development.  As such, the development would be contrary to the National Planning Policy Framework, policies CS1, CSS1, CSR1 and CSEN1 of the South Oxfordshire Core Strategy and policies G2, G4, C3 and C4 of the South Oxfordshire Local Plan 2011.

Insufficient information has been submitted to enable the council to make an informed decision on the impact of the development on surviving archaeological features. As such, the development could adversely impact on below ground heritage assets and would be contrary to the National Planning Policy Framework, policy CSEN3 of the South Oxfordshire Core Strategy and policies CON11, CON12 and CON13 of the South Oxfordshire Local Plan 2011.

In the absence of a completed Section 106 legal agreement, the proposal fails to secure affordable housing to meet the needs of the District.  As such, the development would be contrary to the National Planning Policy Framework and policy CSH3 of the South Oxfordshire Core Strategy.
