Development Plan policies require development to provide for a safe and convenient access to the highway network. National policy sets out that development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.
The level of disturbance and harm to the highway network and risk to highway safety directly associated with the construction of the development serves to demonstrate that a development of such a scale (along with associated excavation and construction delivery) could not be implemented without resulting in severe residual impact.
Alternatively, to issue a permission which is solely reliant on an updated Construction Traffic Management Plan, which in the view of the Local Planning Authority could not overcome highway constraints, would be unreasonable and contrary to paragraph 206 of the National Planning Policy Framework.
For these reasons the development is contrary to policy T1 of the South Oxfordshire Local Plan and paragraph 32 of the National Planning Policy Framework.
