Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1602_14, 1602_15, 1602_11, 1602_12, 1602_13, 1602_10, 1602 - 21B, 1602 - 16B, 1602 - 19B, 1602 - 17C, 1602 - 20C and 1602 - 18C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without obtaining planning permission for the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and areas shall be provided in accordance with the approved plan 1602-16B and shall be retained unobstructed at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted, including any demolition or site clearance, a report containing the findings of at least three bat activity surveys, an assessment as to whether a European protected species licence is required and a proportionate mitigation and enhancement strategy shall be submitted to, and approved in writing by, the Local Planning Authority. Thereafter, the proposed development shall be implemented in accordance with the recommendations of the approved report. Any variation from the approved report will need to be approved in writing by the Local Planning Authority prior to the implementation of such changes. Reason: To ensure that the important species on site are protected, in accordance with national and international legislation, Policy CSB1 of the South Oxfordshire Core Strategy, Policies C6 and C8 of the South Oxfordshire Local Plan, and the provisions of the NPPF.
