Due to the lack of marketing evidence and the number of non-retail uses being over the maximum threshold of 35% the proposal would undermine the vibrancy and commercial vitality of Thame town centre. The proposal would also result in the loss of an employment site. The proposal is therefore contrary to policy CST1 of the South Oxfordshire Core Strategy, the saved policies TC8, CF3 and E6 of the South Oxfordshire Local Plan and policies WS2 and WS7 of the Thame Neighbourhood Plan.
