Description
The proposed works consist of a steel portal framed building clad in natural finish feather edge boarding. It is to be used in connection with agricultural activities (as clarified by receipt of existing block plan drawing and proposed block plan drawing and confirmation by applicant's email dated 21 October 2016 that the building approved under planning ref P15/S3542/FUL would not be built if planning permission was granted for this current scheme). As clarified by revised location plan received 6 January 2017.

Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P18/S1384/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1546P01A, 1, 2 and LOC002, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the building hereby approved shall be only used for agricultural purposes and not for any other use whatsoever. Reason: To restrict the use of the building to one compatible with the surrounding rural area and because the site lies within the green belt where the provision of new buildings is limited unless for agricultural purposes in accordance with policies CSS1 and CSEN2 of the South Oxfordshire Core Strategy and policies A1 and GB4 of the South Oxfordshire Local Plan.

That prior to the first use of the building hereby approved, the existing buildings annotated on the submitted block plan as C, D and E shall be demolished and removed from the application site. Any demolished material which is not to be utilised in the new development shall be removed from the land. Reason: To protect the openness of the green belt and its visual amenity and the special character and setting of the adjacent Scheduled Ancient Monument in accordance with policies CSEN 2 and CSEN3 of the South Oxfordshire Core Strategy and policies GB4, Con 11, Con 13 and CON 14 of the South Oxfordshire Local Plan.

Prior to any demolition and the commencement of the development a professional archaeological organisation acceptable to the Local Planning Authority shall prepare an Archaeological Written Scheme of Investigation, relating to the application site area, which shall be submitted to and approved in writing by the Local Planning Authority. Following the approval of the Written Scheme of Investigation and prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON11, CON13, CON14 and E5 of the South Oxfordshire Local Plan 2011.

That if within 10 years of the substantial completion of the building, the use of the building for agricultural purposes permanently ceases, and within a further 3 years, planning permission has not been granted for an alternative use, and there is no outstanding appeal, the building shall be dismantled, the materials shall be removed from the land and the land restored to its former condition before development took place, or to such a condition as shall otherwise have been agreed in writing by the Local Planning Authority. Reason: To safeguard the character of the Scheduled Ancient Monument and the Oxford green belt in accordance with Policies CSEN2 and CSEN3 of the South Oxfordshire Core Strategy and policies Con 11 ,Con 13, Con 14 and GB4 of the South Oxfordshire Local Plan.
