Given the design, scale and position of the roof extension the proposals would form a prominent feature on the existing street scene. The building up of the gable end and large roof dormers of this type and size are uncharacteristic of the existing property, period terrace and the surrounding conservation area. The proposed development would have a negative impact upon the character and appearance of the existing property, site and surrounding listed buildings and conservation area. As such, the proposed would be contrary to Policies CON5, CON7, D1, G2 and H13 of the South Oxfordshire Local Plan, Policies CS1, CSQ3, CSEN3 and CSHEN1 of the South Oxfordshire Core Strategy, advice from the South Oxfordshire Design Guide and to Government guidance in the National Planning Policy Framework.
