Conditions / Refusal Reasons
Development shall not commence until details of the reserved matters: siting, appearance, layout, scale have been submitted to and approved in writing by the Local Planning Authority. In the case of any reserved matter, application for approval must be made not later than the expiration of three years beginning with the date of the grant of outline planning permission. Thereafter the development shall commence not later than whichever is the later of the following dates: (a) the expiration of three years from the date of this permission; or (b) the expiration of two years from the final approval of the reserved matters, or in the case of approval on different dates, the final approval of the last such matter to be approved. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P18/S3811/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 3164-04, OGL_15022_Topo_Rev01 and 3164 / 225 D, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P18/S3811/DIS

A habitat management plan for the Nature Reserve area as defined on the Wildlife Area Plan (Drg. No. 153143/01) shall be submitted to and approved by the local planning authority prior to first occupation. The plan shall include: (i) Description and evaluation of the features to be managed; (ii) Ecological trends and constraints on site that may influence management; (iii) Aims and objectives of management; (iv) Appropriate management options for achieving aims and objectives; (v) Prescriptions for management actions for a 20 year period; (vi) Preparation of a work schedule (including a 5 yr project register, an annual work plan and the means by which the plan will be rolled forward annually); (vii) Personnel responsible for implementation of the plan; (viii) Monitoring and remedial / contingencies measures triggered by monitoring. The plan shall be carried out as approved, unless otherwise approved in writing by the local planning authority. REASON: To make appropriate provision for natural habitat within the approved development and to provide a reliable process for implementation and aftercare in accordance with Policy CSB1 of the Core Strategy.

The translocation and long term maintenance of on site and off site receptor areas shall be carried out strictly in accordance with the approved method statement for reptile protection and translocation produced by AA Environmental Limited, Report Reference 153143 dated April 2017 and shall be retained in that manner thereafter. REASON: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and Policy C8 of the adopted Local Plan

Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and hard standings, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall include underground services and soil conditions. The scheme shall be implemented prior to the first occupation or use as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The construction works and tree protection details as specified in the approved arboricultural method statement revision D dated 14 December 2016 shall be put in place prior to any on site works and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the implementation of the development hereby permitted a fully designed scheme utilising a sustainable drainage system for the surface water drainage of the development shall have been submitted and once approved the scheme shall to be implemented prior to the occupation of any dwelling to which the scheme relates. The scheme would be expected to include: · Discharge Rates · Discharge Volumes · Sizing of features - attenuation volume · Infiltration in accordance with BRE365 · Detailed drainage layout with pipe numbers · Network drainage calculations · Phasing Reason: To ensure the effective and sustainable drainage of the site and to avoid flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Prior to the implementation of any other development hereby permitted within the site the means of site access shall be formed and laid out to the approval of the Local Planning Authority, constructed in accordance with the local authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of any dwelling forming part of the development hereby permitted visibility splays shall be formed, laid out and constructed in accordance with detailed plans, which shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development. Thereafter, the visibility splays shall be permanently maintained free from obstruction to vision. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No dwelling that forms part of the development hereby permitted shall be occupied until the alignments of the carriageway and footways of Icknield Road have been altered, substantially in accordance with drawing No FSIRG/16/02, and uncontrolled pedestrian crossing points, comprising dropped kerbing and tactile paving at Springfield Road junction, and the re-positioning and installation of new road lighting have all been provided and completed in accordance with detail drawings that shall have first been submitted to and approved in writing by the planning authority in consultation with the highway authority. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of any dwelling forming part of the development hereby permitted a Residential Travel Information Pack shall be submitted to and approved by the Local Planning Authority. Upon occupation, the first residents of each dwelling shall be provided with a copy of the approved Travel Information Pack. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

The development hereby permitted shall not be occupied until foul drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be designed and constructed to meet Secure by Design Part 2 Standards for physical security. Reason: To reduce the opportunity for crime in accordance with Policy D6 of the South Oxfordshire Local Plan 2011.

That all units shall have three bedrooms as set out in the Planning statement. Reason: To meet a need for smaller family homes in accordance with Policy CSH4 of the South Oxfordshire Core Strategy 2027.

That 10% of the units shall be designed to meet current Lifetime Homes Standards. Reason: To meet a needs of current and future households in accordance with Policy CSH4 of the South Oxfordshire Core Strategy 2027.
