The site lies at the edge of the built up limits of Highmoor, is not identified for development in the Development Plan and the proposed development would not represent infill development as defined by the Core Strategy. The proposal would be environmentally unsustainable, as it would represent ribbon development along the road and increase the urbanising influence of development on the adjacent countryside, thereby failing to maintain a strong landscape edge to the settlement. As such, the proposed development would not conserve or enhance the landscape and scenic beauty of this part of the Chilterns AONB and would not accord with the District's strategy for growth. The District does not have a 5 year housing supply, nonetheless, for the reasons set out the proposal would be unsustainable and therefore contrary to Paragraph 115 of the NPPF, the NPPG and Policies CS1, CSS1, CSR1 and CSEN1 of the South Oxfordshire Core Strategy, and Policies G2, G4 and C4 of the South Oxfordshire Local Plan 2011.
The proposed development, together with the development of the remainder of the Dog and Duck site would result in a net gain of four dwellings. The proposal would fail to provide any 2-bedroom dwellings and as such would not achieve an appropriate mix of housing to meet the identified market housing need set out in the most recent Strategic Housing Market Assessment, contrary to Policy CSH4 of the South Oxfordshire Core Strategy and advice contained at Paragraph 50 of the NPPF.
