Conditions / Refusal Reasons
The number of dwellings and layout proposed would be harmful to the character and appearance of the area and the surrounding landscape. In particular, the proposal would fail to respect the settlement pattern of this part of Chinnor which comprises large detached dwellings in spacious landscaped plots and the proposal would result in a tight urban form on the site boundary with open countryside which would detract from the rural setting of the village and the setting of the AONB landscape. The proposal would have adverse effects effects for key landscape features within and adjoining the site. Therefore the proposal is contrary to policies CSEN1 and CSQ3 of the adopted South Oxfordshire Core Strategy and policies G4, C4, C9, R6 and D1 of the adopted South Oxfordshire Local Plan 2011.

Insufficient information has been provided to demonstrate how the existing access would be closed up and how a new access with adequate visibility splays would be provided. Therefore the proposal conflicts with Policy T1 of the adopted South Oxfordshire Local Plan 2011 in that it fails to demonstrate that a safe access can be provided to the existing public highway.

Insufficient information has been provided to demonstrate that the layout provides adequate parking, manoeuvring and turning space within the development. Therefore the proposal conflicts with Policy T2 of the adopted South Oxfordshire Local Plan 2011.

The proposed development would be likely to result in an unacceptable loss of amenity for the occupiers of existing neighbouring dwellings due to overlooking, loss of outlook and sunlight and general noise and disturbance arising from the use of the proposed access road and the proposed parking areas. Therefore the proposal is contrary to Policies CSQ3 of the adopted South Oxfordshire Core Strategy and Policy D4 of the adopted South Oxfordshire Local Plan 2011.

The proposed layout would result in substandard amenity for the proposed dwellings with inadequate privacy, poor outlook and inconveniently located parking with insufficient surveillance. The provision for gardens would be inadequate due to size and proximity to trees, parking areas and buildings. Therefore the proposal is contrary to Policy CSQ3 of the adopted South Oxfordshire Core Strategy and Policies D3 and D4 of the adopted South Oxfordshire Local Plan 2011.

Insufficient information has been provided to demonstrate that the proposed development would not be harmful to potential nearby populations and habitats of badgers and reptiles, species which are protected under legislation. As such, the proposal is contrary to Policies CSB1 and CSG1 of the adopted South Oxfordshire Core Strategy and Policy C8 of the adopted South Oxfordshire Local Plan 2011.

Insufficient information has been provided to demonstrate adequate provision for waste management. Therefore the proposal conflicts with Policy D10 of the adopted South Oxfordshire Local Plan 2011.

The proposal fails to secure affordable housing to meet the needs of the District contrary to Policy CSH3 of the adopted South Oxfordshire Core Strategy.
