The application site is situated in a relatively isolated rural location with poor access to necessary facilities and services, and where there are strict controls over the provision of new housing. The proposed development would adversely impact upon the intrinsic natural beauty of the site, to the detriment of the wider Chilterns Area of Natural Beauty. As such, the proposal would not comprise sustainable development as defined by local and national legislation and the proposal does not demonstrate that there are special circumstances to justify a departure from the Development Plan. The proposal is contrary to policies CS1, CSS1, CSR1 and CSEN1 of the South Oxfordshire Core Strategy, policies C9, G2, G4 and D1 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework.
