The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 2438-A-3200-A, 2438-A-3201-A, 2438-A-1100-C, 2438-A-1000-A, 1464/001 Rev E, 2438-A-1005-Z, 2438-A-3000-J, 2438-A-3100-C, 2438-C-1005.1-Z, 2438-C-1010-G, 2438-C-3001-J, 2438-C-3005-K, 2438-C-3010-H and 2438-C-3015-G, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P17/S0399/DIS, P17/S1294/DIS, P17/S2543/DIS, P17/S2829/DIS

Aside from above ground demolition and remediation, no development shall take place until the following details have been submitted to and approved in writing by the Local Planning Authority: i) Samples of all materials to be used in the external construction and finishes of the development ii) Details of surfacing materials iii) Details of boundary treatments The development shall be carried out in accordance with the approved details. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027, Policies G2 and D1 of the South Oxfordshire Local Plan 2011 and Policy DQS1 of the Joint Henley Harpsden Neighbourhood Plan.

Aside from above ground demolition and remediation, no development shall take place until detailed plans showing the existing and proposed ground levels of the site together with the slab and ridge levels of the proposed development, relative to a fixed datum point on adjoining land outside of the application site, have been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the mitigation and enhancement recommendations contained within chapter 6 of the Ecological Appraisal (ACD Environmental, July 2016, Ref: ASH20369EcoApp revision C) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important species on the site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027, Policy C8 of the South Oxfordshire Local Plan 2011 and Policy EN1 of the Joint Henley Harpsden Neighbourhood Plan.

Aside from above ground demolition and remediation, no development shall take place until details of the altered/stopped-up vehicular access point to the site have been submitted to and approved in writing by the Local Planning Authority. Such details shall include visibility splays in both directions and hard surfacing of the initial part of the access. The access and visibility splays shall be provided prior to the occupation or use of the new development and, thereafter, the visibility splays shall be permanently maintained free from obstruction to vision. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Aside from above ground demolition and remediation, no development shall take place until details of the widened footway on Greys Road along the frontage of the site, have been submitted to and approved in writing by the Local Planning Authority. The details shall include a timetable for the implementation of the footway works. The development shall be carried out in accordance with the approved details. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the use or occupation of the new development, a parking area for cars shall be constructed, surfaced and drained on the site in accordance with a scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. The parking area shall be constructed to prevent surface water discharging onto the highway. Thereafter, the area shall be kept permanently free of any obstruction to such use. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any development (including demolition works), a Construction Method Statement shall be submitted to and approved in writing by the Local Planning Authority. The approved Statement shall be complied with throughout the construction period, and shall provide details of the following: a) Vehicle parking facilities for construction workers, other site operatives and visitors; b) Site offices and other temporary buildings; c) Loading and unloading of plant and materials; d) Storage of plant and materials used during construction; e) Vehicle wheel washing facilities; f) Measures to control the emission of dust and dirt; g) A scheme for recycling and/or disposing of waste materials arising from the demolition and construction works; h) Installation and maintenance of security hoarding/fencing. Reason: In the interests of highway safety and residential amenity and in accordance with Policies T1 and EP2 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby permitted, a Travel Information Pack shall be submitted to and approved by the Local Planning Authority. The first residents of each dwelling shall be provided with a copy of the approved Travel Information Pack. Reason: To promote the use of non-car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

Aside from above ground demolition and remediation, no development shall take place until a scheme for the landscaping of the site, including the planting of live trees and shrubs, has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented prior to the first occupation as approved within 12 months of the commencement of the approved development. Concurrent with the submission of comprehensive details of the proposed landscape works, a maintenance schedule and a long term management plan for the soft landscaping works shall be submitted to and approved in writing by the Local Planning Authority. The schedule and plan shall be implemented in accordance with the agreed programme. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until foul drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the dwellings hereby approved, details of measures to mitigate the impact on air quality shall be submitted to and approved in writing by the Local Planning Authority. The mitigation measures shall be installed prior to completion of the development and retained as such thereafter. Reason: To ensure satisfactory standards of air quality for the residents of the development and surrounding residential properties in accordance with policies G2 and EP1 of the South Oxfordshire Local Plan 2011.

The development shall not be occupied until the remediation strategy outlined in the RSK Geo-environmental site assessment Report for 116 and 118 Greys Road, Henley-on Thames Project no. 28359-R01 (01) dated July 2016 has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use, in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

Unless otherwise agreed in writing by the Local Planning Authority fire hydrants shall be provided in accordance with details to be submitted and approved in writing by the Local Planning Authority prior to the commencement of any part of the development. Thereafter the fire hydrants shall be provided in accordance with the approved details prior to the first occupation of any part of the development and thereafter retained. Reason: In the interests of fire safety in accordance with Policy CSI1 of the South Oxfordshire Core Strategy 2027.

In connection with the implementation of this permission no construction works shall take place outside the hours of 8am to 6pm Mondays to Fridays and 8am to 1pm on Saturdays. Works shall not take place at all on Sundays or Bank Holidays. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policies EP1 and EP2 of the South Oxfordshire Local Plan 2011.
