Having regard to the scale of the proposed annexe, the level of accommodation contained within the building and its physical separation from the main dwelling, the proposal would be tantamount to a new residential unit of accommodation outside of the built up confines of Lewknor. As such, the proposal would be contrary to Policies CSR1 and CSEN1 of the South Oxfordshire Core Strategy and Policies G2 and H13 of the South Oxfordshire Local Plan 2011.
The proposed building would be detached from the main dwelling, would present a long blank northern elevation instead of addressing the street and would not reflect the character of adjoining agricultural buildings. As such, the application would fail to preserve or enhance the character and appearance of the Lewknor Conservation Area and would detract from the setting of the Grade II listed building and potential harm to a curtilage listed wall. The proposal would therefore conflict with Policy CSEN3 of the South Oxfordshire Core Strategy and Policies CON5 and CON7 and the South Oxfordshire Local Plan 2011.
The proposed development would require the removal of protected trees T21, T20, T13 and T4, which in turn may well require the removal of other companion trees, resulting in the loss of prominent trees that otherwise could be retained. The enclosed character of the site would be lost. As such, the proposal would be contrary to Policies CSEN1 and CSEN3 of the South Oxfordshire Core Strategy and Policies G2, C4, C9 and CON7 of the South Oxfordshire Local Plan 2011, BS 5837, 2012 and advice set out in the South Oxfordshire Design Guide 2016 and the supporting Trees and Development best practice guidance.
