That, having regard to the scale and height of the building and to its siting forward of the host dwelling, it would appear as an overly dominant and obtrusive feature within the streetscene which would cause significant harm to the existing spacious and semi-rural character of the area. The development is therefore contrary to saved policies G2, G4, D1 and H13 of the South Oxfordshire Local Plan 2011, policy CSQ3 of the South Oxfordshire Core Strategy 2027, the advice in the South Oxfordshire Design Guide 2008 and Government guidance set out in the National Planning Policy Framework.
