The proposal represents inappropriate development within the Oxford Green Belt and is also harmful to the openness of the Oxford Green Belt.  The justification submitted in support of the proposal is not sufficient to represent very special circumstances that would outweigh the harm caused to the Oxford Green Belt by reason of inappropriateness.  Accordingly, the proposed development conflicts with the provisions of the National Planning Policy Framework (NPPF), Planning Policy for Traveller Sites (PPTS), Policy CSEN2 of the South Oxfordshire Core Strategy (SOCS) and saved Policy GB4 of the South Oxfordshire Local Plan (SOLP).
