Due to the scale and nature of the proposed enterprise, it would not generate an essential need for a worker to live on site. As such the development fails to meet the requirements of the National Planning Policy Framework and would constitute unsustainable development. The proposal would also be contrary to Policies CS1, and CSS1 of the South Oxfordshire Core Strategy and Policy G4 of the South Oxfordshire Local Plan 2011.
