Description
Retention of part of hardstanding to facilitate agricultural use; retention of the existing walls which are otherwise the subject of enforcement notice SE12/231(B) dated 9 May 2013; and replace the existing solid screen gates with open style gates (as amended by an email from the agent dated 19 August 2016).
Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, Block Plan drawing No BLO 001; Site Plan drawing No LOC 001; and insert 7 of the appraisal dated March 2016 prepared by Kernon Countryside Consultants Ltd, submitted with the application, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That the area of existing hardstanding not permitted to be retained by this permission shall be dug up and removed in accordance with the requirements of enforcement notice SE12/231 (B) dated 9 May 2013 within three months of the date of this permission. Thereafter the hardstanding shall be limited to the area approved by this permission.
Reason: To protect the Green Belt and countryside from the unnecessary encroachment of development in accordance with policies D1, G2, G4, C4 and GB4 of the South Oxfordshire Local Plan 2011; policies CSS1, CSEN1, CSEN2, CSQ3 of the South Oxfordshire Core Strategy 2027; and Government Guidance contained in the National Planning Policy Framework aimed at protecting the Green Belt, the countryside, valued landscapes and local distinctiveness.
That the existing solid screen gates at the entrance to the site shall be removed within 3 months of the date of this permission in accordance with the requirements of enforcement notice SE12/231(B) dated 9 May 2013. Any replacement gates shall be of an open agricultural style, the design of which shall be first submitted for approval in writing by the local planning authority. Thereafter, notwithstanding the provisions of Class A, Part 2, Schedule 2 of the Town and Country Planning (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order) the replacement gates shall be installed and maintained in accordance with the approved design except with the prior permission of the local planning authority.
Reason: To ensure the local planning authority retains control over any future development as specified in the condition in the interests of openness and rural character of the Green Belt and the rural character, amenity and appearance of the countryside in accordance with policies D1, G2, G4, C4 and GB4 of the South Oxfordshire Local Plan 2011; policies CSS1, CSEN1, CSEN2, CSQ3 of the South Oxfordshire Core Strategy 2027; and Government Guidance contained in the National Planning Policy Framework aimed at protecting the Green Belt, the countryside, valued landscapes and local distinctiveness.
