Conditions / Refusal Reasons
By reason of the layout of the dwellings, and the associated excavation and construction, the development would result in damage to and loss of the boundary trees and vegetation. While the trees are not of sufficient quality in isolation to warrant protection, the landscape benefits to the AONB, privacy screening and softening to the built up character of the close, are such that their loss would harm the landscape character of the area, and compromise the amenity of occupiers of the Views.
As such, the siting of the dwellings would result in loss of trees and vegetation along the rear boundary, which would conflict with saved policies C4, C9 and D4 of the South Oxfordshire Local Plan, policy CSEN1 of the South Oxfordshire Core Strategy and paragraph 115 of the National Planning Policy Framework.
By reason of the additional access directly onto the turning head, the development would result in increased congestion and parking pressure to the residential area, and a parking layout insensitive to the existing parking and access needs of the close. The development would conflict with saved policies T1 and D2 of the South Oxfordshire Local Plan.
The footprint and height of the dwellings would result in a scale that creates a constrained relationship within the site. The use of red tiles and white render is generic in its approach and does not reflect local distinctiveness or the existing residential character of the close.
As such, the proposed design and materials do not respond positively or enhance local distinctiveness in terms of harmonising with the existing residential setting on Eyres Close contrary to saved policy D1 of the South Oxfordshire Local Plan and Policy CSQ3 of the South Oxfordshire Core Strategy.
