The proposal for change of use of a building falling within Class A1 (shops) to one residential unit does not comply with Class M of Part 3 of Schedule 2 to The Town and Country Planning (General Permitted Development) (England) Order 2015. This is as a result of insufficient information being submitted to demonstrate that the unit is currently in a lawful A1 use, and because the building is listed and within a conservation area. The proposal fails to comply with the requirements of M.1. (a) and M.1 (g). The outstanding issues cannot be addressed within the limitations of Class M, and prior approval is refused.
