The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P18/S1402/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 01-S, 04-P, BP and LP, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P18/S1402/DIS

The demolition work hereby permitted shall not commence until a contract for the redevelopment of the site in accordance with a planning permission has been entered into and approved in writing by the Local Planning Authority. Reason: To safeguard the character and appearance of the Elsfield Conservation Area in accordance with paragraph 136 of the NPPF, and Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON6 of the South Oxfordshire Local Plan 2011.

Following demolition of the building and prior to the commencement of the development hereby approved, a schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. The schedule should include details of the salvaged fabric to be re-used, details of new materials to match existing, and the specification of the mortar mixes. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

That works involving the installation of external ducts, flue pipes or means of external venting shall not commence until a detailed specification of any external ducts, flue pipes or means of external venting has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: In the interests of the historic merit of the listed building and the surrounding conservation area in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON3, CON5 and CON7 of the South Oxfordshire Local Plan 2011.

That works involving the installation of doors, windows or rooflights shall not commence until a detailed specification of the type, design, material and external finish of all external doors, windows and rooflights has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: In the interests of the historic merit of the listed building and the surrounding conservation area in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON3, CON5 and CON7 of the South Oxfordshire Local Plan 2011.

The demolition work hereby permitted shall not commence until the applicant has submitted to the Local Planning Authority evidence of the successful receipt of a Natural England European protected species licence, or Bat Low Impact Class Licence site registration. Failure to obtain the correct licence from Natural England prior to the commencement of the development could result in criminal prosecution. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the scheme of mitigation, as stated in section 5 of the supporting Phase 1 Bat Survey Report (Ridgeway Ecology, 05/08/2016) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with 'Heritage Statement and Notes' Ref: D/6/0765 May 2016, 'Heritage Statement and Impact Appraisal' October 2016, and 'Structural Survey' Ref: 0843M 2014. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: In the interests of the historic merit of the listed building and the conservation area, in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON3 of the South Oxfordshire Local Plan 2011.
