Given the design, scale and position of the front porch the proposal would form a prominent and incongruous feature on the front elevation of the property to the detriment of the existing street scene. Enclosed porches of this type and size are uncharacteristic of the existing property and the surrounding conservation area. The proposed development would have a negative impact upon the character and appearance of the existing property, site and surrounding conservation area. As such, the proposed would be contrary to Policies CON7, D1, G2 and H13 of the South Oxfordshire Local Plan, Policies CS1, CSQ3, CSEN3 and CSHEN1 of the South Oxfordshire Core Strategy, advice from the South Oxfordshire Design Guide and to Government guidance in the National Planning Policy Framework.
