Conditions / Refusal Reasons
That the proposed extension features a mansard style roof and flat roof dormer windows in an attempt to keep the overall ridge height of the dwelling down. The design of the extension does not follow local building traditions and fails to improve the character or quality of the area. The development would appear as an incongruous and visually discordant feature in this rural village location and would be detrimental to the visual amenity of the locality contrary to saved Policies D1, C4, G2, and H13 of the South Oxfordshire Local Plan 2011, to Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and to the National Planning Policy Framework 2012.
That the proposal to add a first floor to the northern end of the existing bungalow would introduce a very prominent two storey building that would dominate views on the approach in to the village from the north and would be entirely at odds with the existing character of this approach to the settlement. The inappropriate design of the extension which does not reflect local building traditions would not achieve the design quality sought by the National Planning Policy Framework and would fail to preserve or enhance the character or appearance of the adjacent Conservation Area. The proposal would also set an undesirable precedent for the other bungalows in the immediate area and similar development would be likely to follow which would further erode the low key, rural character of the this part of the village. The development is therefore contrary to saved Policy CON7 of the adopted South Oxfordshire Local Plan 2011, to Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and to the National Planning Policy Framework 2012.
That the replacement of part of the existing low-key bungalow with a large two storey building of an inappropriate and non-locally distinctive design would have an adverse impact on the setting of the neighbouring listed buildings which are enhanced by their open and undeveloped setting within a rural village settlement. The development is therefore contrary to saved Policy CON5 of the adopted South Oxfordshire Local Plan 2011, to Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and to the National Planning Policy Framework 2012.
