That, having regard to the very linear form of development in the area the scale of the proposal, particularly with regard to the excessive length of its projection forward of the principle elevation of the existing dwelling, the extension, would appear as a disproportionate, incongruous and visually discordant feature in this street scene, that would constitute material harm to the visual amenity of the locality and the charcater and appearance of the building contrary to Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, G2, and H13 of the South Oxfordshire Local Plan 2011.
