Therefore the development is considered contrary to Policy CSEN1, CSQ3, CSR1 and CSH2 of the South Oxfordshire Core Strategy, Policy D1, G2, H4 and C4 of the saved South Oxfordshire Local Plan and the National Planning Policy Framework.
