Conditions / Refusal Reasons
That at the expiration of a period of 3 years from the date of this permission the use of the land as specified in the application shall cease. Reason: In order that the effect of the development on the amenities of the neighbouring area can be assessed during this period and that any future application can be decided on this assessment in accordance with policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, policies D1, G2, G4 and A1 of the South Oxfordshire Local Plan 2011 and the provisions of the National Planning Policy Framework (NPPF).

The dwelling hereby approved shall not be occupied until the development granted under P15/S3217/FUL has first been completed. Reason: In the absence of this development there is insufficient justification for the agricultural workers' dwelling.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, BLO 001, PE-001, LOC 001 and PF-001, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies A1, G4, G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity in accordance with Policy CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4 and D1 of the South Oxfordshire Local Plan 2011.

The occupation of the dwelling shall be limited to a person solely or mainly working, or last working, in the locality, in agriculture or forestry, or a widow or widower of such a person, and any resident's dependant. Reason: The proposed dwelling is situated in the rural area where the Local Planning Authority would not normally grant permission for such a development and this permission is granted solely in order to fulfill an essential agricultural need, in accordance with Policy CSS1 of the South Oxfordshire Core Strategy 2027.
