Conditions / Refusal Reasons
The works hereby permitted shall be begun not later than three years from the date of this consent. Reason: To comply with the provisions of section 18(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the works hereby approved shall be carried out in accordance with the details shown on the following approved plan, TDS 298/RHL 9006 and as per the applicant's letter dated 17 June 2016, except as controlled or modified by conditions of this consent. Reason: To secure the proper planning of the historic environment in accordance with Development Plan policies.

That the new sitting room window shall be a like-for-like, timber, single glazed replacement. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 of the South Oxfordshire Local Plan 2011.

All new works and works of making good to the retained internal and external fabric of the building shall be finished to match the adjacent work with regard to the methods used and to material, colour, texture and profile. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 of the South Oxfordshire Local Plan 2011.

Samples of materials in respect of the following shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. Any new bricks that are required in the rebuilding of the boundary wall Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 of the South Oxfordshire Local Plan 2011.

That the painting of the flintwork to the front elevation of the property is unnecessary as the material is in sound condition and of a high quality finish. As such, there is no justification to alter the appearance of the building and leaving the masonry as existing would ensure there is no unnecessary risk of trapping moisture behind the paint which could damage the substrate or surrounding brickwork which is more susceptible to decay than flint. In addition, the roadside location is likely to necessitate regular re-painting as a result of passing vehicles. As such, the proposed painting of the flintwork would constitute harm to the special interest of the building and there is no reasonable justification for the work. The proposal is therefore contrary to saved Policy CON3 of the South Oxfordshire Local Plan 2011, to Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and to the policies of the National Planning Policy Framework 2012.
